*NEW EPA CONTRACT OPP* – Washington County & Pre-Prop Conf

The Kansas City Regional Office of the US Environmental Protection Agency is conducting a Pre-Proposal Conference *Wednesday – July 23, 2014 – in Lenexa, KS*(outside of Kansas City). The solicitation is for remediation of lead contaminated residential soils within the Superfund site titled Washington County, MO. The assigned solicitation number is SOL-R7-14-00008.

This unique contract opportunity opened on July 8, 2014 and closes on August 13, 2014 at 1300 CDT.

This solicitation has been issued as a *Historically Underutilized Business Zone (HUBZone)Set-Aside Competition* with funds from the EPA Superfund Program. The contract will be a remedial action for lead-contaminated properties within the Washington County Lead District – Potosi, Old Mines and Richwoods areas. The selected remedy includes excavation and relocation of lead-contaminated materials (mine waste, soil, gravel, crushed rock, vegetation, root balls, deteriorated landscaping, etc.) from properties within the site and restoration of said properties. This remedial action will address the cleanup of approximately 450,000 tons of contaminated residential soil. The site is located in the southeast section of Missouri, approximately 70 miles south of St. Louis.

EPA anticipates issuing an award of an indefinite quantity with fixed unit prices contract with a three-year duration. The total estimated dollar value range is *$30 million to $35 million*. The bonding requirement will be *20%* of the respective award amount for the base contract period, and separately for each of the two optional contract periods.

NOTE: Under section H-19 Utilization of FedConnect…, the solicitation explains “EPA will utilize the FedConnect® web portal in administering this contract. The contractor must be registered in FedConnect® and have access to the FedConnect website…”. At www.fedconnect.net, registration can be made at no charge. Further – section L-12 Electronic Submission… states “Electronic submission of proposals, bids, offers or quotes is required and shall only be accepted through the FedConnect web portal.”

NOTE: Under the evaluation factors for award, the solicitation states “The Government will make award to the offeror with the lowest-evaluated cost or price, whose proposal meets or exceeds the acceptability standards for non-cost factors.”

The Conference will be held within the EPA Region 7 Offices. To gain entrance to this secure federal building, a personal photo identification will be required and a temporary ID Name Badge will be issued. All attendees must pass through an airport-type metal detector and weapons, tools, and certain metal items are not allowed. As you enter the facility grounds on the West side of the property, please use the marked Visitors Lot directly to the South of the Entrance Gate. After parking, please walk to and enter the main entrance. To help assure you sufficient time to access this federal facility, please allow at least 30 minutes.

You’re encouraged to submit your technical or contract administrative questions in advance of the Conference. *As explained in the solicitation, all advance questions must be submitted via the online site Fedconnect.net.* The deadline for questions is July 23 – to allow answers to be prepared and provided at the Conference. Yes, new questions will be welcomed at the Conference. However, following the end of the Conference, it’s possible that no additional questions will be accepted.

EPA will provide a court stenographer to record the Conference proceedings, and a transcripts will be available online within several days. Make sure you use this opportunity to ask YOUR questions, and take notes on EPA answers to ALL the questions.
